Construction Management (CM) Role & Scope

The selected Construction Manager will act as an extension of the project owner, providing comprehensive support and oversight throughout all phases: bidding, preconstruction, construction, and post-construction. The CM’s primary function is to support in overseeing Project delivery by ensuring accountability, transparency, and alignment with standards.

Key Responsibilities and Deliverables

The CM’s scope of work includes:

  • Design & Preconstruction Support: Providing comprehensive support during planning and procurement, including scope refinement, constructability reviews, cost estimating, and schedule validation. They will assist in drafting the Design-Builder RFP and developing evaluation criteria.
  • Project Controls: Developing and maintaining a Master Project Schedule using Critical Path Method software, and a Master Project Budget. The master schedule is to be updated monthly.
  • Risk Management: Developing a detailed Risk Management Plan including a comprehensive, monthly-updated Risk Register and a Contingency Response Plan addressing key issues like Design-Builder default, major schedule delays, and regulatory setbacks.
  • Cost Management: Reviewing all Design-Builder change request proposals, providing Independent Estimates for change request proposals, and actively managing all cost aspects during construction to prevent cost overruns.
  • Quality Assurance (QA/QC): Creating a QA/QC Plan for the Contractor’s work and defining minimum requirements for the Design-Builder’s QA/QC plans. They will perform ongoing monitoring and conduct on-site quality inspections.
  • Platform & Reporting: Utilizing Project Team as the central platform for all documentation, coordination, and reporting. This includes providing a Monthly Performance Report and ensuring all records, including schedules, cost controls, RFIs, and change orders, are managed within Project Team.
  • Turnover & Closeout: Overseeing the transition, coordinating the Beneficial Occupancy inspection, preparing a comprehensive punchlist, and ensuring compliance with the Project Turnover Protocol. They must also develop and maintain a digital Warranty Spreadsheet.
  • Labor Standards: Assisting the Contracting Officer’s Technical Representative (COTR) in enforcing Labor Standards Provisions of the construction contract(s), including interviewing employees for proper classification and reviewing contractor payrolls.

Personnel Requirements

The project requires professional experience for roles such as Senior Project Manager (Pre-construction and Design), Senior Project Manager (Construction), Project Managers, Change Order/Cost Control Manager, QA/QC Lead, and Closeout Specialist. All must have at least a 4-year bachelor’s degree in engineering, architecture, or construction management.
